Introduction

Due to many political and cultural barriers, HIV prevention programming in Uganda is hindered. Initiatives to scale treatment are not enough, and many patients do not have access to medicines. Punitive laws and the stigma associated with homosexual relationships, sex workers, and practices of needle sharing increase the spread of HIV as well as preventing the population from seeking HIV services.
